Uvesti Zapadni Balkan u Evropsku Uniju: to je zadatak naše, a ne naredne političke generacije. Balkan je deo Evrope, i uvek je to bio: nijedna politička granica ne može da promeni ovu geografsku, istorijsku i kulturnu stvarnost. Narodi Balkana su evropski: oni zaslužuju iste prilike, istu zaštitu i prava kao i svi drugi građani ovog kontinenta. Evropska Unija neće biti kompletna sve dok ovaj region u srcu Evrope ne bude ujedinjen, kao deo naše zajednice.
Tokom protekle godine, zemlje „zapadnobalkanske šestorkeˮ i Evropska Unija približile su se jedna drugoj. Mnogi od naših zajedničkih uspeha bili su nezamislivi do samo par godina unazad.
Novembra prošle godine predsedavala sam prvom sastanku Saveta za stabilizaciju i pridruživanje između Evropske Unije i Kosova, i potpisala sporazum o pristupu Kosova programima EU kao što su Erasmus ili mehanizam civilne zaštite. Sporazum o stabilizaciji i pridruživanju otvara jednu novu eru u našim odnosima.
Dve decenije nakon poslednjih ratova, ovaj region je više stabilan i demokratski nego ikada pre.
Ipak, regionalna stabilnost i rast i dalje su krhka postignuća. Politički nesporazumi često su imali primat nad ostvarivanjem interesa građana. Obećanje boljih uslova za život nije uvek bilo praćeno stvarnim i primetnim napretkom. Složeno međunarodno okruženje - praćeno novim izazovima, sporim ekonomskim oporavkom i menjajućom globalnom ravnotežom moći, stavilo je dodatni pritisak na krhki region. Ponekad smo imali utisak da se ni sam mir ne može uzeti zdravo za gotovo.
Svi mi imamo isti interes da mir na Zapadnom Balkanu bude nepovratan, kao i društveni, ekonomski i demokratski napredak. Ako se to desi, napredak ka članstvu u Evropskoj Uniji takođe će biti nepovratan. To je od suštinskog značaja, koliko za Evropsku Uniju toliko i za građane i lidere Zapadnog Balkana.
Da bi doprinela ovim ciljevima, EU i njene države članice treba da sarađuju sa svim prestonicama u regionu. Zato ove nedelje posećujem ceo Zapadni Balkan, i sastaću se sa liderima i građanima u Podgorici, Sarajevu, Skoplju, Beogradu, Tirani i Prištini.
Želela sam ovo putovanje kako bih posetila svih šest gradova, i da to putovanje bude zaista „regionalno“. Svaka od zapadnobalkanske šestorke ima svoj identitet, svoje izazove i težnje. Ali je takođe jasno da saradnja, dijalog i pomirenje imaju pozitivan uticaj kako na svakodnevni život građana tako i na put ka članstvu u Evropskoj Uniji u celom regionu.
Nemoguće je prenaglasiti značaj dijaloga između Beograda i Prištine, koliko za regionalnu stabilnost toliko i za građane Srbije i građane Kosova.
Narednih dana posetiću univerzitete i saslušati šta o svojim strepnjama i nadama kaže balkanska omladina: njihova vizija je suštinska za oblikovanje sadašnjosti i budućnosti zemlje, oslobođenih predrasuda i animoziteta iz prošlosti. Sastaću se sa svim vladama i obratiću se nacionalnim parlamentima tamo gde još nisam imala priliku da to uradim: a parlament je centar svake demokratije, gde kreatori politika moraju da pokažu odgovornost i da odgovore na potrebe građana.
Jer naš zajednički posao je upravo o tome. Reforme u svakoj od zemalja važne su, ne zato što ih vlade ili Evropska unija žele, nego zato što one mogu napraviti značajnu razliku u životima toliko ljudi u ovom regionu.
Kosovo je pokazalo čvrstu posvećenost dijalogu za normalizaciju odnosa sa Srbijom, i treba da se zalaže za implementaciju postignutih sporazuma. Kosovo je takođe pokazalo impresivan napredak u procesu vizne liberalizacije – ovaj tempo treba da se nastavi kako bi se proces brzo završio.
Ubrzavanje ovih reformi je zadatak naše generacije. Ako želimo da ostvarimo vidljive i opipljive rezultate za naše građane, da poboljšamo kvalitet života ljudi, moramo da ojačamo našu saradnju danas, ne sutra. To je naša sopstvena odgovornost, širom Evrope, kako unutar Evropske unije tako i na Zapadnom Balkanu.

"Leading the Western Balkans inside the European Union" Federica Mogherini
Leading the Western Balkans inside the European Union: this is a task for our political generation, not for the next one. The Balkans are part of Europe and have always been: no political boundary can change this geographic, historic and cultural reality. The people of the Balkans are European: they deserve the same opportunities, the same safeguards and rights as all other citizens of this continent. The European Union will not be complete as long as this region at the heart of Europe is not united, as part of our community.
Over the past year, each of the “Western Balkans Six” and the European Union have become closer to one another. Many of our common successes were unthinkable just a few years ago.
Last November I chaired the first ever meeting of the Stabilisation and Association Council between the European Union and Kosovo, and signed an agreement on Kosovo's access to EU programmes such as Erasmus or the Civil protection mechanism. The Stabilisation and Association Agreement opens a whole new era in our relations.
Two decades after the last wars, the region is more stable and democratic than ever before.
Yet regional stability and growth are still fragile achievements. Political disputes have often prevailed on the pursuit of the citizens’ interests. The promise of better living conditions has not always been followed by real and perceivable progress. A complex international environment – with new challenges arising, a slow economic recovery and a shifting global balance of power – has put even more pressure on a fragile region. At times, we had the impression that peace itself could not be taken for granted.
We all share an interest in making peace in the Western Balkans irreversible, as well as social, economic and democratic progress. If this happens, progress towards the membership of the European Union will be irreversible too. This is essential for the European Union, as much as for the citizens and the leaders of the Western Balkans.
To contribute to these goals, the EU and its Member States need to constantly engage with all the capitals of the region. For this reason, this week I am visiting the entire Western Balkans, meeting leaders and citizens in Podgorica, Sarajevo, Skopje, Belgrade, Tirana and Pristina.
I have wanted this trip to stop off in all six cities, and be truly “regional.” Each of the Western Balkans Six has its own identity, challenges and aspirations. But it is also clear that cooperation, dialogue and reconciliation have a positive impact both on the citizens’ daily lives and on the path towards membership of the European Union in the entire region.
The importance of the dialogue between Belgrade and Pristina is impossible to overstate, for regional stability as much as for Serbians and Kosovars.
In the coming days I will visit universities, and listen to the frustrations and hopes of the Balkans’ youth: their vision is essential to shape the country’s present and future, free from the prejudices and the animosities of the past. I will meet all governments and I will address national Parliaments, where I still haven’t had the opportunity to do so: that is the centre of each democracy, where policy makers must show responsibility and deliver on their citizens’ needs.
Because this is what our common work is all about. The reforms at stake in each country matter not because the governments or the European Union want them, but because they can make a real difference to so many people in this region.
Kosovo has shown steadfast commitment to the dialogue on normalisation of relations with Serbia, and needs to strive for implementation of agreements reached. Kosovo has also demonstrated impressive progress in the visa liberalisation process – this drive needs to continue for the process to be swiftly finalised.
Pushing forward these reforms is the task of our generation. If we want to deliver visible and tangible results for our citizens, improve people’s lives, we must strengthen our cooperation today, not tomorrow. And this is our own responsibility, all across Europe, both inside the European Union and in the Western Balkans.
